Import Document Requirements

Complete and accurate shipping documents must be submitted to the forwarder at the time of shipment. The forwarder will submit the commercial documents to Kohl's Import Customs Broker. The Broker will review the documents and submit them to Customs to get release from Customs. Any discrepancies with the documents will result in delays to the supply chain and potentially storage charges. Document requirements are:
  • Commercial Invoice (see below for additional detail)
  • Packing/weight list (see below for additional detail)
  • Certificates of Origin and/or Affidavits to substantiate Trade Agreements
  • Visa (if quota good)
  • Other Governmental Agency Forms as needed (see Partner Government Agency Section for appropriate forms)
    • CPSIA - General Conformity Certificate / Certificate of Compliance (See Private Brands tab, Performance Testing, Certificate of Compliance)
  • Interim Footwear Invoice (IFI) for footwear shipments
A commercial invoice and packing list must be presented to U.S. Customs and Border Protection for each shipment of merchandise to obtain the goods' release. It must be in English, or an accurate translation must be attached. As per the U.S. Code of Federal Regulations, Chapter 19, part 141.86, it must include as attached:
  • Commercial invoice Description:
    • Federal Trade Regulations and US Customs Regulations regarding merchandise descriptions are not the same. Even though the FTC regulations allow for a 5% “other” content for label markings, requirements for US Customs commercial invoices require that FULL content be listed on the invoice. Vendors of Kohl’s products must follow these rules to remain compliant and to prevent entry delays.
      • Example -85% Polyester/10% Cotton/5% Nylon - Acceptable
      • Example -85% Polyester/10% Cotton/5% Other - Not Acceptable
